Two equal UIDs cannot exist by definition. You're either lying or the passports aren't using unique identifiers.

As I understand it, the employees only have a signle "search" field. If the number they fill in is a UID, it brings up the profile for that person. Otherwise it searches based on passport number.
However, the only way that the employee can get the UID in the first place is by looking up the profile, using the passport number.
