Yes, it's lower. I'm in complete agreement that fertility rates fall as a country develops. But the birth rate still remains higher than the rest of the population in a developed country (US) and has fallen much more slowly in Africa, despite previous projections based on other developing countries, so clearly there must be an inherently higher birthrate in Africa for whatever reason. I say backwards beliefs + low IQ -> poor planning for the future.
