Read the technical paper. Low resolution is one of the limits of GAN.
They tried to use waifu2x, but the problem is that waifu2x is trained on downscaled high-resolution artwork. It can't recreate detail when the actual artwork itself is "made" (generated) at 128x128.
They tried making their own super resolution neural network but failed and left upscaling to users.
