You should probably get 8 GB RAM, it'll help. The PC won't be able to do much more than basic normie tasks anyway.

A similar, but better build for the same money:

In this case, you get an i3 (more CPU cache, speed and hyperthreading) and 8 GB RAM for a bit less...

Here's my take on it, slightly cut back on the cpu and mobo, add another 4gb's to the ram. the big cut back is the storage, unless you're downloading large games or movies, you're not using all the 1tb, save 18 bucks there, and you have 56 less mb's of cache, but I'm not sure how big of a deal that is.
do as you wish

I just want to play some games when Volta comes out will the motherboard support Volta? And maybe for learning and doing programming shit no render videos or anything thanks btw

Wtf do you do with 320gb nowaday?
It's going to be filled in 3 month top.

usb 3.0 in front is a must
the upper back fan is trash in 2-3 years.
everything else is okayish
disable the front leds they gonna fuck with you when you want to watch shit.
yu can always rely on color black(antiaging)
how much is the case, psu dust filter is very important to have.

>not buying ryzen 1200 for the same money with 4 cores, on par performance with i5-6400 with stock cooler & 1 click bios overclock @3.9 ghz

you're completely right
I didn't notice the Ryzen 1200 in there when I juggled with the parts, sorry :)
With the Ryzen and the cheapest good quality board instead of i3 setup clocks that in at roughly $290
it could be a very good start for getting a decent build started.
