I noticed my resource monitor was reporting 100% CPU usage. I couldn't get it to drop so I did a completely clean install of a legitimate copy of Windows 10 and the only thing I've installed was Google Chrome. Even before I did that I've still had 100% CPU usage. WHAT THE FUCK?
Any recommendations for a fix beyond the things on the first page of Google?

Even more odd, the System Idle Process shows 95+ which should indicate the CPU not being used correct?
Just see whatever is using up the cpu and then end it anon, not very difficult

Another oddity: Process Explorer shows > 5% CPU usage. As does Performance Monitor. Task Manager still shows 100% usage however.

Yes, I realize this. I've done that just not in that specific screenshot.
I'd gone through the first page of Google results trying everything ending with reinstalling Windows 10 cleanly. Apparently the issue was somewhere in my BIOS though as I just updated it to the latest version and Task Manager is reporting normal CPU usage now.
