Your fans need to be 4 pin fans and not 3 to be able to be controlled via voltage, also make sure to connect them direct to mobo and not the case extensions

Depends on the board. Mine can control 3 pin fans with voltage. You're thinking of pwm.

Got the same problem on my ryzen b350 mobo.
Mobo only seems to be able to voltage control on 2/3 fan slots with 1 and cpu fans only working with pwm fans, annoying as fuck. Probably a bios issue.
