You wouldn't need to do that. We have a very high density of rods in a specific point in our eyes, getting more light to that part would probably help already.
Nerves would grow and adapt by themselves as you try to push more information through them. The vision center of our brain would adapt and grow more synapses. That part wouldn't be a problem, the only real problem is getting that information into the relevant nerves, because you are still right, ultimately, we are limited by the amount and quality of light sensors in our eyes.
