Today the common bottleneck isn't the GPU. Still get a lot of use out of my old (Intel® Core™2 Duo Processor E7400) that is still going strong.
GPU/Shader pipeline is more of a bottleneck with most modern games.

Intel will win due clocks/IPC/latency. For a mixed usage Intel still better, but if someone is using PC just for gsyming grab a 7700k or coffee lake. Amd is somewhat okay, if you don't want 144hz.
