Mozilla is pretty vague about some of what it is going to do. It didn't mention any (group of) persons being the ultimate judge and classifying articles as fake-news. Then again, it didn't say what those technologies they are developing are.
One thing they are saying is that they want to increase web literacy. Teach users how to assert credibility. Or how easy it is to create fake articles. There is nothing wrong with this idea at least.
