So after not touching the Vive for a few months, it turns out that Destinations is now integrated into the "home screen". I don't really know what Destinations is, but I have really like the new interface. Can I make my own using just a modeling program like Blender, or is it more involved than that? Scripting, etc.?

It's AMD, Radeon R9 280X. I think it's factory overclocked too, but I'm not sure how much of a difference that makes.

The 970 baseline is definitely not a hard rule. While I was waiting for my desktop PC to be delivered I tried setting up my Rift on my laptop with a 940M. It ran like shit, but it worked.

SDE is not a problem at all.
Glare is fucking horrible, though. I'm playing Chronos and the torches/lights are driving me nuts. Plus all the menus in Chronos are black with white text. It was fine in almost every other game, though.

Just how good is a 1060 6 gig for VR? I know it definitely meets the minimum requirements but will I have to have everything on low or medium or is it capable of playing most games how they were intended?
