Thunderbird has historically issues with UI, it uses all the technologies Mozilla is discontinuing in Firefox (XUL, Gecko).
I'm on Windows 10 and tried resizing my browser window. Firefox scales just fine without any artifacts whatsoever.

I've only really ouncountered this problem when either resizing frozen programs on windows or Firefox/Thunderbird any OS. It's either windows not properly resizing the program when frozen or it's a problem with xul.
