The ratio requirements didn't change. 0.60 was as high as required ratio ever got for anyone. The change only covers class advancement, and the only people it will actually affect are people who actually spend down their buffer close to the wire. Instead of spending down to 0.95 or 1.05, they can spend down to 0.65. Reading comprehension.
