Uh Verizon FiOS has never had a "real" data cap.
There is a soft data cap at 10TB a month where they tell you that if you're hosting commercial content you need a business connection and if you continually go over 10TB a month they automatically upgrade you to a business line for like 3x the price.

I've got a friend who was transferring like 20TB from a VPS in Europe to his house for backup, he just called verizon and told them for that month he'd 100% break the 10TB limit, but it wasn't commercial use, and it wouldn't be happening regularly as it was a one time thing. They were totally fine with it, didn't give him any shit or charge extra.
However, I've also seen a guy who used 70TB in a month and they automatically switched him to a business connection (he was hosting several fairly major websites from home, it was 100% commercial use)
overall, can't complain about my ISP. They're not perfect, but in the US anyway, they're pretty top.

Of course, your stats will get worse once you test with further servers. The point of the test is to show you the (almost) ideal speed that you have access to.
Even with 1Gbps internet, you still rely on traffic from other countries' infrastructure which is often slower than what we have here.
Like my ping with California is probably like 60ms at least and my download/upload is probably something like 180Mbps/50Mbps. Again, it's because internet in your country is that slow, me having 1Gbps doesn't compensate for much. The data only gets faster to me once it reaches my country.

The average speed in Romania is reported to not be very high, I think it's like 85mbps or something, but I've no idea what their methodology is. Maybe that includes mobile speeds, which are obviously not gigabite.
You also have to take into account that half of the population lives in rural areas, and internet penetration is low there.
So, I'm not sure if average stats are calculated per population or per households which already have a connection.
Anyway, my ISP, RDS/RCS launched gigabit internet in 2013, I think, so probably plenty of people in the cities got GB internet now.
