Yeah and infoseek was the worlds most popular search engine. I don't get the point. My thoughts on neocities is that its trying to be geocities again even though nobody has used it in a decade.

Neocities is basically, in many ways, a blogging platform that simply doesn't hold your hand when constructing the webpage.
It's feasible, but the expectation is that you aren't going to make elaborate, complicated websites with it; thus, "static"
And if you want decentralized web, just use i2p. Well, i2p is actually a distributed network; tor would be distributed, but I think you get what I mean
