OP the main reason x86 chips aren't used on phones is because how cheap snapdragon chips are. You can get a snapdragon 820 for like $20.

2 main reasons

1.) it's physically difficult if not impossible because it gives off more heat than a mobile processor and requires ventillation whereas phone CPUs are designed to dissipate heat with minimal ventilation

2.) it's not practical or cost effective. What the hell is the average person with a phone going to do on the phone that would be able to use the i7 to it's full potential? Nothing. Mobile "gaymin" doesn't require as much power as a PC game, and so they use mobile processors because they are cheaper and do everything a phone needs.
