Here's how Cloudflare works:

You file a complaint with a URL.

In fact, when the site did go down, I was told by the Regents I had 30 days to figure something out or they'd start up the Plan B.

If you can't find a host that won't shut your shit down, make a backup script (that installs and configures everything for a specific OS, e.g. Ubuntu 16.04) and makes encrypted backups of all data bi-daily on a remote server that has no affilition with your current site or server. Every time your servers are destroyed, buy a new VPS and reconfigure. Preferably switch between 3 cheap hosts in foreign countries.

It's expensive if you have high storage/bandwidth requirements, but evenutally your stalker will get bored.

I try to promote a sense of humor. I like to see people entertained. If people in a thread are emotional for the wrong reasons, it's probably not a particularly good thread to have on the site.
