Since Vulkan works with OpenGL right out of the box, it works with Linux as long as you have drivers that work for your card, yes. In games that support both Vulkan and DX12, using Vulkan tends to provide much better frames and smoother gameplay over DX12 on the same system. In general, Vulkan is just optimized better. Also according to developers, Vulkan is easier to code for due to the familiarity of OpenGL. DX12 as I've heard is like trying to relearn how to ride a bike, but someone wrapped a bike lock around the front wheel forcing you to do wheelies just to move any where.
The biggest and best example I can provide is the game Quantum Break. Originally it was a W10 exclusive, but the game was plagued with FPS and stability issues. Constant crashes and weird slowdowns that even the developers couldn't explain. Tthe exclusivity contract expired, or the devs backed out some how, I don't know. Apparently the game sold like ass in the W10 Store and people were refusing to buy it. The developers released Quantum Break on Steam using DX11, completely axing DX12 support (it was that bad). The game ran better under DX11 than it ever did in DX12. Thats how bad DX12 ended up being.

Not exactly. The underlying kernel is the same, yes. The problem was that everything attached to that kernel was so bloated and poorly coded that it ran like complete dogshit. The failure to adopt Vista was because of that shitty performance. Under the hood Vista was a hot mess that everyone saw and stayed away from it. This is what forced Microsoft to finally cut away the bloat and fat to streamline Vista into an actual working product we know as Windows 7. While technically yes, the base core code are the same, this ends up being a small part of the overall OS. The reality was that Microsoft essentially had to start over nearly from the beginning to fix that burning trash fire.
To give you an analogy (because analogies are fun and everyone loves analogies!). Imagine putting a V6 engine in a semi truck. Everyone knows V6 engines are great. Tried and true design. Everyone will think the truck is a piece of shit, and rightly so. You can't use the truck for what its intended purpose is. I think people were expecting it to fix windows 8's problems, kind of like 7 did for vista and how the service pack helped out in xp, but then they were super focused on making it mobile friendly and ignored the pleas of the average user and instead focused on business related updates. Also superfetching shit, windows rot, etc. Also there was the whole thing where they changed their policy on OEM copies of their OS being sold. Basically there was the retail copy and oem copy and oem was WAY cheaper, but OEM is the "system builder" version that is made for people preinstalling on laptops, refurbished computers, etc. OEM stuff was really messy with 7 because it was technically against their terms to use it outside of that, even though sold tons more copies on amazon to individual users. Then win8 came around they totally fixed that issue by saying you could buy OEM for personal use. It was big news and it addressed the issue in the customers favor. Perfect!
But then 8.1 came around and changed that back very quietly so that, even if you bought a copy legitimately, windows would spam that your copy wasn't genuine. Microsoft said they were gonna remove OEM copies from the market altogether, but you can still find them today. But don't worry! You can still buy a legitimate license, but you have to pay more than had you just bought the expensive disc in the first place. Now imagine you are a small business owner without much technical expertise and you are trying to navigate all this shit. 8.1 didn't improve to the magnitude that it let on, and it reintroduced this ridiculous licensing problem that it had just fixed in 8

If you know how to remove it, you can actually uninstall the program that sends the data, completely neutering the telemetry. Of course that isn't to say Microsoft won't just reinstall those programs in later patches, but you can always just remove them again since the telemetry isn't rooted in the base kernel like it is in W10. I wasn't really including gaming in my post. I actually use the win2k for diablo 1. I've seen a few blog posts where there's been some success. My plan is for xp in a vm since I've still got a copy and older cheap video cards. Diablo 3 is good on xp so that's my more long term goal. Since I'm doing diablo 1 now I'll probably be playing diablo 3 in about 16 years. That's fine with me since I'm not really a gamer if you couldn't tell.

500GB SSD running Debian for my daily usage, 256GB SSD running Windows 7 for image/video/audio editing programs unavailable on Linux. I have a small NTFS partition for easily transferring files between both operating systems.
I don't know why more people don't do this. I really dislike Windows due to my autism in wanting to completely understand and build my own system, but it is necessary for certain applications or gayming or whatnot, so why not just dual boot and let it be there when you need it?
