Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

Does the number of PCIe lanes you have SLI going through (8x or 16x sli) matter? Documentation says that 8x is half the performance of 16x, so when I buy any CPU that isn't an i9 with 40+ PCIe lanes am I losing a lot of performance?

I want to buy Ryzen, an M.2 and do SLI in the future. But Ryzen only has 24 PCIe lanes which would mean:

8x - GPU #1
8x - GPU #2
4x - M.2
Total: 20 with 4 to spare for some other card

Which is great, unless 8x sli is horribly inefficient compared to 16x.

I use an i5-7600k with a GTX 1060 6 GB for gaming. At 1080p, it's beautiful. Cheap and no lag always 70+ FPS in everything including maxed out Witcher 3.

Don't let autistic neck beards tell you otherwise. My setup is 250gb NVMe SSD, and 3,000 mHz DDR4 RAM though. But yes, i5 is fine.

However, if there had been a Ryzen ITX option at the time of purchase that didn't take months to get to me I would have definitely chose Ryzen 5 1600 instead.

If you need ITX at 1080p, i5 is fine. mATX, just go Ryzen or an i7. Really. Any questions?

Are motherboards that support ThreadShitter going to be a lot more expensive than normal Ryzen chips?

Given it runs at 4.2GHz I have to have one for that extra 200MHz boost over normal Ryzen, even though I only do gaymen and it will make zero difference. The 16 core ThreadShitter is going to cost roughly what I paid for my 1080Ti and I'm well overdue a CPU upgrade so it seems worth it even though it's a pointless upgrade.

Here is the problem. I got the i7-7700 (this was before Ryzen arrived so I regret it as well) and a Hyper 212. I thought since this was the locked version it should be fine, turns out temps sometimes spike to 90 degrees because I didn't account for the fact that I live on the fucking equator and the weather here is fucking shitty. The r5 is around 60 bucks cheaper, with around 12% less performance - did I get that right?

Purpose is games by the way, everything starts to lag horribly with modern games.

So when picking a 1080ti it is choosing thermals, noise and other features. If you are willing to pay, EVGA and Asus strix comes up on top of all the premium brands. They have big ass coolers and shit like RGB or extra fan headers.

Well, I have a 4k monitor, but obviously the 7970 doesn't run everything at 4k.
I know the 1080Ti is basically the go-to 4k solution, but the main reason I got the monitor is so I can read PDFs and code at 190PPI, not for gaymes.
The most taxing game I play rn is Overwatch, rest is 2D stuff or Telltale

The 1080 seems like the best price/performance pick I think. Not planning on playing any AAA games any time soon, and I suspect at the time I DO I need to upgrade again anyway

Fug. I'd have to get a new cooler. And probably a new PSU to power the 64. At that point I might as well get a new CPU. How about 1440p with the vega 56? I can either get a completely new PC + 1080p display or new GPU that'll be mildly bottlenecked by the CPU + a 1440p/4K display.

The 3GB 1060 is trash. Get a 1050Ti instead. You need 4GB vram minimum.
Do you plan to upgrade the CPU over the next few years? If so, abandon the LGA1151 bullshit, swap to an AMD B350 motherboard, and grab a Ryzen 3 1200.
It has a MUCH more solid upgrade path for the future.

No it won't. In-game settings exist and settings can be adjusted. People have been saying 4gb is the minimum since the 970/980 came out like 4 years ago and yet here were are with 3gb gpu like the 1060 and 2gb gpu like the 1050/560 which runs modern games absolutely fine with some minor settings tweaks.
