Tor by itself will obfuscate who you are but you can have your traffic read by the end node and anyone running a tor VPN probably isn't the kind of person you want seeing your traffic.
Connecting a VPN to tor just adds one hop with the place most likely to comply with federal demands.

Tunnel the VPN through tor and you sidestep the tor endpoint and can potentially have a secure connection to the other end through an untrusted network. Literally what a VPN is made to do. Now if the feds serve the VPN they don't have logs of your box only the tor endpoints you connected from.
