i dont believe ip address from cellular networks works for locating here in my country at least, most carriers use NAT on mobile networks meaning there is multiple users behind the same IP at the same time and every service in internet usually shows just the capital of this country as location or something, and you get a new public IP by just disconnecting and connecting again

From what I've studied in uni (ive never had access to a cellular providers radio tower information) cellular tower location tracking is accurate to about 25m at best, and is more accurate the more towers are around you (ie urban environment) while GPS claims to have a 5m accuracy for mobile devices according to the federal gps website.

Even the fingerprinting method which requires a massive database of Wifi AP's and their MAC's and signatures requires some sort of trilateration/angulation to determine the location of the device relative to the station.

That's POSSIBLE but rare. My IP shows up as Washington DC or Baltimore and I live in the general DC area. I don't live in DC or Baltimore, but both are close enough that my IP would still give a general idea on where I am.
