I think RX Vega will be OK. Vega FE has 2x the memory and is a "founder's edition" "prosumer" so obviously it costs more. There are also multiple variants at several different price points. I'm thinking 1070, 1080, and 1080+ (maybe Ti) levels here, priced competitively. Poolaris is obviously 1060 competitors and below.

They did huge improvements, I have a i5 3570K a gtx770 and just 8GB DDR3 rame and it runs alright on Cemu 1.8.2B with Cemu Hook.

it runs kinda bad until the CEMU builds up the shader cache, so you get a lot of stuttering in the beginning but after a few hours it's fine around 30fps which is better than I expected from my computer.

What HBM is for is avoiding nuclear-clocked GDDR5 while providing high(er) density along with bandwidth for compute related throughput. Its why Nvidia puts HBM on their srs bsns cards and sticks to GDDR on their GTX cards (i.e toys). Fiji is an FP32 monster and HBM help facilitate that.
