Not true in the case of VGA, because it's analog. Unshielded and otherwise poor cables can decrease signal quality.

No. There's certain consumer goods that aren't ICs that are just fine.
Sdcards (if you don't need class 1), usb cables (that are <2m), headphone cables, replacement parts and more.
Aliexpress has really made them more proper with their refund policies. I got a full refund on pretend amtech Flux even thought you're obviously not gonna get amtech flux from China. It's OK Flux just not great. I don't advise you buying it but it was cheap.

If you're connecting to an 800x600 projector or something, cable quality isn't really a concern. You will definitely notice at 1920x1080, but still doable.
