Easy. All resources were put into Ryzen, including the marketing team. RTG got all the scraps, from engineers to twitterpajeet. The ens result is a pretty good product on one side, and a shitty flop on the other that they can't even hype up.
At least Ryzen is pretty good and is going to keep AMD afloat for a good while. Plus, the whole mining craze got them nice profits too, which will maybe help them invest into Navi. For now, Vega is very likely DOA, Ryzen is pretty great and Ryzen2 will have the chance to fix the small amount of shortcomings that this line of killer CPUs has. Navi has to be the Ryzen of GPUs, or I don't see how RTG can continue to exist the way it does today. They haven't been competitive with Nvidia high end for a long time now. Vega is one more nail in the coffin, Navi will be the last one if it sucks.

They didn't fuck up. AMD made some smart decisions against a complacent Intel, but nVidia isn't wasting their R&D money like Intel.
