this is the ram im getting would i be able to OC a i5 7600k to 5ghz with 2800mhz ram speed does it even matter

also it seems the default ram speed on the motherboard is 2133mhz does that mean i will have to manually over clock the mobo to match the ram speed

no you can't overclock to 5ghz. you'd be lucky to get 4.6 honestly, and that's assuming you can keep it cool enough to actually run at those frequencies.
you might be able to clock the ram that high but if you overclock the CPU, you won't be able to overclock the ram as much.
