I don't think a 1:1 comparison works since I live in a suburb using 100% private infrastructure vs rural service using presumably government owned or subsidized infrastructure. Service is the same though, but one of us is actually paying the real cost, and it keeps going down as the investment returns, unlike Cumcast.

Not yet anyway. But people frequently hop from ISP to ISP, taking advantage of their discounts because they don't want to lose customers. As long as you're not cucked into a contract, it's easy and can get it for $50 if I tried.
