Should be able to spend a less than that. Wait for R3 and get one of those, you'll save on buying a gpu if you're never going to game. If you want max performance get a Ryzen 1600 or 1700 now, but you'll need a gpu.
Get a big ssd for plug-ins and your daw, consider 32gb of ram if you'll be working with big vst's or something. You'll need lots of storage so maybe a couple of 3tb hdd's as well.

NVMe is a file transfer protocol or some shit like that, it takes advantage of PCIe busses, allowing faster read/write, M.2 is the actual form factor.
