You still need to upscale chroma even if you only watch videos that are in your screen's native resolution. But like with everything video quality related it really depends on your own perception.

If you're playing native res constantly, I doubt you can really tell the difference. Hell, even with 1080p > 2160p the benefits of NGU over conventional scalers is fairly hard to spot, but it's more visible for 720p > 2160p. 480p > 2160p however if much better with properly configured NGU than with any conventional scaler, so it's well worth it in that case.

Honestly if you're on Windows I don't see why you shouldn't just use it and get the "best" even if it isn't really visible, but on Linux mpv provides high quality playback as well and I don't think it's worth bothering with anything beyond configuring it properly and leaving it at that.

As somebody who lives in former eastern block and remembers the crap before 1989 (empty stores, ugly clothes, no culture), but not eastern enough to eat the bullshit about soviet union having been "great", I am glad it went under. Both the real CCCP and the codec pack, for thinking soviet shit is funny in any way.
