Verify you have a backup and consider a restore. You have af ew gigs of stuff just from looking at the first two or three items, but nothing to make up almost 30gb. If the issue comes back after you restore your backup, then the problem is your data. At that point consider manually migrating data back. If you haven’t yet, check out the services iCloud (or other cloud services) offer, as it’ll make restore process way easier because you don’t have to manually manage that ish. Just sign into your account and boom, your memes come back.

It's Apple QUALITY, my iPad Mini had this problem, never used it but it was full
Sometimes iOS products fill up with deleted photos (they remain available so you can undelete them later) the only way to really delete them it's to wait some six months or roll back the date some six months or a year
Didn't work for my iPad though, a factory reset and restoring from iCloud did, but apparently that doesn't work if the first method works for you
Apple, Just Works™, until it doesn't and you need to dig in Apple forums for some hacky solution that might work
