If I want to send a file to myself to a different device, I just share the file to a friend over skype and click on it on the new device, which downloads it.

Use SFTP for a single file transfer. The file transfer is encrypted because the connection goes through SSH. The server is a Linux machine that has a SSH server, user account for the client, and allowed the user to log in via SSH. The client runs any operating system. The client connects to the server, and just like FTP, is able to view the remote directory and exchange files.
If file sharing occurs regularly, use Syncthing. It is similar to cloud storage services, but it's decentralized (P2P), making it more efficient. It is ported to Windows.
