no, there's plenty of extensions/addons for browsers that can force YT to serve H.264/AAC video/audio instead of vp9 crap. which browser do you use? see if you can find an extension that does it.
I've been forcing YT to serve h.264 for years. even an old C2D can play 1080p H.264 video without any stuttering.

Better for whom? It's better for Google because it uses less bits than H.264 but it's worse for you since you'll be using a lot more CPU/power to decode it since none of the graphics cards can decode it in HW.
Yes, Google can show you a good looking video at a smaller bitrate but end users pay for it with decoding costs.

yes, it uses slightly less bandwidth. that's why Google prefers it (lowers their costs). but your system pays the price in increased energy use.
