If i wanted to blow air into the card sure, but those fans are supposed to act like blowers taking the hot air away from the card (and the reason they're not actual blowers is because those are really noisy)

I guess you just get unlucky. I've dealt with a faulty motherboard (X370 Prime), and got it dealt with and received a new/fixed one in a matter of half a week.
The main issue was the guy I first spoke to with it had a cocky attitude.

Ducts increase directional airflow which is good for a intakes and exhaust fans but for a GPU you wanna dissipate heat to all the sides.

This is for SLI/Crossfire configurations, if there was another card below the GPU it would restrict airflow(and you would also be blowing hot air towards this card)
