There's an Ubuntu mobile version, but it's not supported on many phones iirc. Android runs on linux but it's atually a java vritual machine,, you could as well just install gentoo on your phone.
If you just want a free as in freedom ROM for your phone, there is Lineage OS which is the successor of CyanogenMod, if you phone is old enough you can actually install old CyanogenMod builds if the model was supported, though there're no updates obviously. Lineage OS would be the safe bet.
