Considering there has not yet been created a second internet, how can one even speak of a fifth? Duh.

Then there's rings using software to become server using wifi (I saw a project on this, common sense aside, on tor) to make your neighborhood into a web. Theoretically it spreads like a virus, I don't know if that one exists but it hardly counts unless it has already spread.
But no fifth that I can think of, unless you count the dark nets as more than one.
