You have a few options:
Offer much more money so actually somebody who knows his shit shows up.
Hire somebody half competent and train him.
Hire some freelancer who makes software to shit itself so after the contract is off, you need to hire him again so he can "repair" it.
Give up on private industry and go into gov sector (where you dont even need to produce results) or to uni and teach dumb kids.
