That should not be right. Using base 10 should amount to it being 7.45TB. 5.5TB should be marketed at 6TB. If real (and I doubt it) send it back.

sometimes file systems can fuck it up, is it ntfs/ext4/xfs? my hdd is 160gb but with ext4 its 149gb and with ufs its pure 160gb.. and with zfs it was worse with 142gb....
