Basically, it was assumed from the 90's up until ~2014 that the ISP's were common carriers, and that's how they acted.

"Net Neutrality" as currently proposed is a fuck of a lot more than just a mission statement by the FCC to not slow down, speed up, or block data as it is routed from its content originator to end users. This already is a myth, and even if it were a major problem, the solution is to break up regional monopolies and keep capital costs of entering the ISP market low. Net Neutrality will do that opposite of that.
