Learn how to build software by learning the tools other people use.
Basically document how you want your program to work.

Start out with the rough sketch of what you want your program to do
(ie give you the possible hands of opponents or what cards you need or whatever you find important)
Then describe how this is done by expanding on each part, what input, what should be taken into account, etc.

make a minimal working example of your thing.
Basically have it run without telling you anything, but still go through all the functions you have described using the interfaces you have described.
If you expect a value, return a fixed value and so on.
When you have the basic thing working, describe all the tasks you need to do in order to complete the project.
What are the requirements for each part of your system, what should they do and what constitutes "complete".
Then complete as many tasks as possible.
If you need other people to help, ask specific questions or research specific problems.
You are supposed to have a working program throughout development and everything you write is supposed to be an improvement over the basic functions.
