Logic high on the input results in current flowing from the base to emitter, causing a maximum current of ibe*Beta to also flow from collector to emitter. The resistor is chosen so that Vcc/R > than that maximum current, so it pulls the collector voltage to near zero (Vce~=Vbe) resulting in an output of logic low.
When the input is logic low, Ibe = Ice ~=0 so voltage at the collector will be logic high, so long as the output load isn't too high (see also: fanout restrictions).
Works with a mosfet too, but switches via voltage and not current.

This is a shitty analogue NOT gate. Driving a bit of current at the base will cause the resistance of CE to drop, pulling the point at Vout down.
It's shit because the response is both non-linear and very gradual. You have to cram a lot of current into the base to get a sharp edge on the output.
If Vin is null
