Let's say you release some program X that uses a permissive license, and someone else makes a program Y that uses a proprietary license, and Y incorporates some or all of X within it. Sure, your users can't improve upon Y... but nothing that the developer of Y does has any effect on X (unless they choose to contribute code back, and you as maintainer can choose to reject it if it from the repository if it isn't BSD licensed as well). You can still improve upon X all day long, completely unaffected by what Y is doing.
So again, what's the problem?
