Net neutrality means that your ISP can't go about tampering with whatever data goes down their network, speeding it up or slowing it down based on its location, etc... If I pay for a 50mbps connection, Comcast can't go around arbitrarily slowing it down to 1mbps when I access 4chan, or speeding it up to 80mbps when I access the New York Times. The idea is to make ISPs neutral. That is, treat every network connection the same regardless of source.

The counterargument here is that if the government has the ability to regulate ISPs for good purposes, such as protecting consumers, it also has the same power to use that regulatory ability for evil, such as censoring certain websites. Moreover, we should be wary of too much corporate regulation. Corporations aren't necessarily evil, they're just self-motivated, and care only about whatever makes them the most profit. The problem in the case of ISPs is that there isn't sufficient competition, meaning that they can make a lot more decisions that might screw over their customers, due to the fact that they can't leave them.
