300W for the RX 580 today is still a lot, but not as much in comparison to modern systems

GTX 580 was a much better card overall
Neither ran hot because of clocks but because of design

RX 580 is a WAY OCed polaris chip compared to what its ideal efficiency clocks are
Polaris should run 850~ mhz not 1400mhz
