Cortana came from Ballmer. It's an attempt to get people to use Windows Phone and Bing. Now they gave up on Windows phone, so they put Cortana on W10 and Xbox. Cortana exists to get Bing market share, since we count Cortana queries (powered by Bing) as individual searches.

It's all to pad our numbers so we can brag we have 30% market share in search.
