So either the story as written is wrong and something else was uttered which triggered voice command mode, or it really does do a significant amount of processing all the time in order to have caught a not-very-close keyword (or to have preempted the need for the keyword when what followed sounded like an emergency).

It wouldn't be unreasonable to think that Google added such a function. (It would be unreasonable in its implementation, though. What if the phrase is said in sarcastic conversation? At least my phone still requires deliberate input from me.) But having it responsive to triggers outside of the keyword is a step beyond simply listening all the time. In particular it's a step toward "botnet."

It does processing of triggers locally. (I suspect that's why there's a voice training exercise.) Hence how I just cut all data connections to my phone and then awoke it with "OK Google."
So what it could do is respond to a trigger and then forward everything else to the server, which is of course as necessary as you suggested from that point. What it could also do is funnel voice data to the server all the time, letting it both trigger on the normal keyword but also support these obscure functions. And that's "botnet."

But here's the wrench in the works that I'm pointing out. Let's say I want to do a purely voice search while my phone is in airplane mode. Step 1 is for me to put it in airplane mode. No problem. Step 2: I say "OK Google."
It will respond. (Because this is the test I just did a minute ago.)
This is because the phone CAN process the trigger keyword using the voice model I've taught it previously. Now for step 3, it cannot do anything else. No matter what I say, the voice data cannot be interpreted by the phone and the phone cannot reach the server. Everything dies there.
So here's my point. These devices could operate by always listening (not transmitting) and waiting for the trigger to match the locally stored voice model. THEN it can send all proceeding voice data to the server for interpretation. If Home worked like that, the story in the OP would not have happened. There could be no secret triggers like "call the police." No OK Google = no response. The phone microphone is always listening but never transmitting data.
Alternatively, they could work by always listening (as in both cases) AND always TRANSMITTING to the server. Then the voice model doesn't even matter (unless internet connection is lost I guess). Everything is always interpreted by the server. And then Google can institute these secret triggers like "call the police."
My conclusion is that ALWAYS TRANSMITTING, which is seemingly not necessary for basic responsiveness to the voice-modeled trigger, is a step toward "botnet." The device's microphone can always listen; that's fine. But it doesn't always have to transmit.

Top quality business idea for when everybody has succumbed to the botnet: write DRM software that overlays the sound of a person saying "OK Google, email <rights holder>" with details about what's being infringed upon, in a pitch people can't hear, but that Google Home can hear, but the sound only plays when the music/tv show/movie is being infringed on, because when the DRM software determines that the product has been paid for, it gimps the quality of the sound being output by removing those frequencies from playing.
Then you use the same tech in a product to pass information along to spies or under cover cops by putting instructions in public broadcast TV signals, that will only sound like anything in a pitch people can hear if certain frequencies are blocked.

Some voice commands can be processed locally, for example I can use BlackBerry Assistant to open apps, no Internet needed. Haven't really tried it for much else but it's certainly capable of voice recognition using my phone's measly ARM processor.
