Cheap as all hell. Good for a data kiosk or 720p video box.

Around Core 2 Quad performance at around 10watts or less.

I don't see why not. I'd be worried about the quality of the supply unit though. The boards only draw ~ 10 watts under load

10w CPU + SSD+WIfi adapter? I think 15~20W can handle it those chinese Mini ITX would do the job don't you think?
The other option is to buy a decent 200W AC127V for it
