Any advices on how to build and self host a lightweight website like a local ebay where people put/see offers for selling stuff in their region? And let's say there would be 100 000 users online at any given moment.
Can I use JavaScript or should it be a JS-free website?

I almost guarantee you that hosting a website through your broadband is against TOS and if you do, by some miracle, get 100,000 hits in a short range of time you'll definitely raise flags and be busted.

First of all: JavaScript has no impact on server side performance. JS is executed client side, for your server is just text, and ajax is just another request.
Second: A raspberry Pi isn't a server for fucks sake, is a cheap computer for kids to learn programming on. if you have a good connection get a cheap Xeon off Ebay and use that.
Third: A plain html website ain't gonna get 100k users in 2017.
Is nice to have goals and dreams but ffs attain to reality. You can perfectly have a personal webpage hosted on a rpi with your home connection, but not a service with 100k users. You're making yourself look like Ahmed the clock kid.
