The device (whatever it is) is designed for old ungrounded wall sockets which were flat. The prongs are not long enough to reach the socket holes in grounded sockets.

That's an adapter for using NEMA plugs. Not sure how effective it would be since most AC in North America is ~120 volts and I'm not sure that's standard in schuko land. It's not grounded since in NA, low powered devices aren't required to have a ground prong. If a device draws enough power to require ground, it will have a third prong and won't fit in that socket.
