You be able to use either for quick in and out edits, just in case only one is available to you on any given system. Beyond that, VIM is a highly customizable text editor that can be used for other tasks, while EMACS is a highly customizable environment for tool building that ships with a good text editor.

Emacs is the best editor. Easier to customize and has more features. Rebind some keys and it is easy to use.
