Notepad++ if you are on windows.
Sublime if you are not.
Vim if you don't like either/want to custom build your own editor to look/do literally anything you want it to.
Everything else is shit.

Chart seems pretty accurate but I'm kinda surprised that notepad++ has lower latency than Emacs, because in my experience notepad++ with its inbuilt updater and stock addons nags a lot and always felt slower.
