I always thought people saying HTML is not a programming language are somehow wrong.

I mean of course plain HTML is not a programmign language, but fact of the matter HTML come (de facto) always with CSS, and the combination HTML + CSS has been proven to be turing complete. Google it up, if you don't believe me.


Or the other way arround:
Is the C syntax a programming langauge?
Is the C compiler a programming langauge?
Or the linker?

Basically the term "programming language" decribes a very complex system of components that work together. There is no single entity that can call itself "programming language", since if you remove a part, you couldn't run the programm anymore.
