I'm assuming you mean when you're using it as a VPN. It depends a a great number of things, but chiefly the distance between you and the VPS and the wuality of the network infrastructure along the way.
I incidentally use a fiber connection from the Netherlands to connect to a VPS in Lithuania, ads about 30-35ms of latency.
